is the professional development organization for
chambers of commerce's throughout the Commonwealth
and is based in Harrisburg, Pennsylvania. PCCE
represents some 145 local chambers in nearly every
county that collectively represent some 120,000
businesses throughout Pennsylvania.

SLEEVES!

Chair
Just
about a year ago, PCCE activated a group of senior
advisors made up of chamber professionals who have
been through the PCCE Chairs and the chamber wars.
This group of experienced people had a profound
impact on the Pennsylvania chamber movement. The
senior advisors agreed that PCCE needed to get
involved in effectively representing the local
chamber viewpoint with Pennsylvania state
government, both the executive and the legislative
branches. I was asked to chair this initiative, and
with a dedicated group of chamber professionals, we
have spent the last year talking, coordinating and
refining a plan that will become known as Coalition

Conference Committee Report on Special Session
House Bill 39 attempts to provide property tax
relief by:
- expanding
the Property Tax/Rent Rebate
Program.
- using
gaming revenue to fund homestead exemptions for
PA homeowners.
- requiring
a referendum in each school district to
authorize an increased Earned Income Tax or
Personal Income Tax to fund further property tax
relief.
- requiring
a backend referendum of all school districts
seeking to increase property taxes beyond an
