HPA Government Relations Division

Hershey Philbin Associates provides clients with the governmental and political expertise necessary to relate, communicate and accomplish strategic corporate and private goals within the legislative, regulatory and procurement arena. Expert, experienced staff provide strategic government relations services including legislative and regulatory monitoring, lobbying state and federal governments, issues development, coalition development, media management, grassroots organization and association management.

HPA directly supports government relations activities with a full support staff of market research, media relations, advertising, and public relations professionals who bring depth, focus and extended reach to any corporate, industry, association, public or private objectives.

How we work

HPA services are customized to provide each client with a strategic plan and decision making matrix. An agency team, selected for applicable discipline and expertise, is assigned to each client and directed by an agency principal. Strategies are implemented, regular contact reports document activities, and monthly progress reports keep clients well informed throughout the process. The client team provides early reporting to alert clients of new regulations and legislation to assure client influence throughout the government decision making process. Agency service fees are estimated based on staff time allocations and duration of the project.

Areas of Expertise

HPA represents clients in a broad array of issues before the Pennsylvania State government including transportation, agriculture, environment, energy, health care and economic development. More than 20 years experience combined with a good working relationship with key officials at both the state and federal level maximizes our client relationships and results.

We also assist clients with identifying funding and business development opportunities. Our experienced procurement assistance involves profiling, competitive analysis, tracking, request for proposal support, negotiation and contract consulting. In addition, grant funding research and identification, proposal writing and application processing are the components of our procurement services.

VP of Government Relations Division

Linda Rhinehart, Vice President of Government Relations, is a registered lobbyist and directs the public affairs activities for Hershey Philbin clients. Over the past eleven years, she has been working with the Pennsylvania General Assembly. Prior to this, she worked in Washington D.C., on Capitol Hill with both the U.S. House and Senate. While in Washington, Ms. Rhinehart directed fundraising for national congressional committees and the National Gallery of Art. She also ran a grassroots lobbying organization.

Ms. Rhinehart has been voted one of the most influential lobbyists in Pennsylvania and she is highly regarded for her ability to clarify and communicate issues effectively in a wide variety of governmental environments. She is supported by a staff of experienced professionals. She works closely with agency principal and CEO Robert Philbin on various government matters.

Ms. Rhinehart is the editor of CapNews, an online publication covering the Pennsylvania Legislature and our Congressional delegation. CapNews is sent out weekly to over 13,000 subscribers.

Ms. Rhinehart has received her Masters of Public Administration degree from the Pennsylvania State University. She is the founding co-chair of the Central PA Association of Female Executives and is president of the Philanthropic Education organization for Central PA reciprocity and is active in other local charities.
