NAUMAN SMITH ATTORNEY NAMED CAPITAL
TAX COLLECTION BUREAU SOLICITOR

Harrisburg, PA (March 5, 2008) -- Attorney Lucinda C. Glinn (lcglinn@nssh.com) was voted Solicitor for the Capital Tax Collection Bureau effective as of Jan. 27th. "I am proud to be associated with this organization and can attest to the integrity I have observed within the Bureau administration and among the members who participate on a regular basis in Bureau business." Glinn commented.

The Capital Tax Collection Bureau (CTCB) is a non-profit tax collection agency established pursuant to the Local Tax Enabling Act, which is comprised of 63 member municipalities and 11 school districts. The Bureau administers and enforces collection of the earned income and net profit taxes for its members in the counties of Cumberland, Dauphin, Franklin, Juniata and Perry. Each of the members has a representative who can vote on all official business before the Bureau, including the naming of Solicitor.

Ms. Glinn, a civil litigator and appellate advocate with the Harrisburg firm of Nauman Smith Shissler & Hall, LLP, noted that changes to the new PA Right To Know Law, will be a focus for municipalities and school districts across the Commonwealth in the near future. "The Right to Know Law which municipalities and school districts lived by for decades has been replaced and the new open records law deems all agency records public unless an exception applies." Glinn noted today. "Since the definitions of the new law are immediately effective, municipalities, school districts, and the Bureau and its members must be mindful of the changes so policies can be assessed and revised as needed to account for the differences," she added.

As part of its proactive approach on compliance, the Bureau is offering an educational seminar to be presented by Craig Staudenmaier, Esquire, Managing Partner of Nauman Smith, on March 13th as a benefit to its members. The session will focus upon the new Right to Know law and its implications for municipalities and school districts, particularly as members of the Bureau. Mr. Staudenmaier was the successful lead counsel in two nationally covered litigations involving RTK requests with which Solicitor Glinn assisted, including the PHEAA case in which attorneys' fees were awarded for the first time by an appellate court amounting to almost $50,000. "The Bureau prides itself on being open with its members and with the public with regard to the way it does business. As a membership organization, CTCB has undertaken reviews of its controls, auditing procedures and governance as requested by the members as it continues serving them in its tradition of excellence," Solicitor Glinn report, "...this effort is no different."

Ms. Glinn is a member of the RTKL, Litigation/Appellate Advocacy and Employment Law practice groups. She is involved with a number of women's causes as an advocate and volunteer, as a member of the American Association of University Women, the Junior League of Harrisburg, and supports women-in-business through the Central Pennsylvania Association of Female Executives. Founded in 1871, Nauman Smith is the oldest law firm in Harrisburg and has represented CTCB for more than 40 years. The firm's senior partner Spencer G. Nauman, Jr. Esq., served as Solicitor for the Bureau during that period and continues as Assistant Solicitor.
